According to the agency, the draft budget for 2025 sets military expenditures at 13.2 trillion rubles (6.2% of GDP) compared to 10.4 trillion rubles allocated for 2024. In 2026, military spending is expected to drop to 5.6% of GDP, and in 2027 – to 5.1%, as calculated by Bloomberg.
In last year’s three-year budget approved by the State Duma, it was assumed that after a sharp increase in 2024, military spending would decrease almost as sharply in 2025-2026. However, this is not happening.
It’s worth noting that in Ukraine’s state budget for 2025, military expenditures have been maintained at almost the same level as in 2024.
On September 18, the Verkhovna Rada (Ukrainian Parliament) passed a bill to increase the state budget by half a trillion hryvnias for the needs of the army this year.
The bill was supported by 298 deputies. Thus, military spending in 2024 will reach a record 3.73 trillion hryvnias for Ukraine.
According to the main financial document of Ukraine for next year, total defense sector expenditures will amount to 2.22 trillion hryvnias. Out of this, almost half – 1.1 trillion – will be allocated for salaries, and almost 575 billion is earmarked for the production, procurement, and repair of military equipment.
This could indicate that the government anticipates the continuation of the war throughout 2025.
