“We could lose the country”: in Ukraine, a looming catastrophe has been declared
27.03.2026 - 14:05Ukraine’s need for external financing remains substantial — in 2026 it amounts to about $52 billion.
This was reported by the Ministry of Finance following the 16th meeting of the Steering Committee of the Ukraine Donor Platform.
“In 2026, the state budget remains under pressure from significant defense and reconstruction spending. We have already made progress in mobilizing the necessary resources. In the first months of 2026, $5.5 billion was raised, including through the ERA mechanism and with support from the IMF, the World Bank, and Japan,” Minister Serhii Marchenko said.
According to Marchenko, the need for external financing remains significant: in 2026 it amounts to about $52 billion.
The finance minister also highlighted the new IMF program worth $8.1 billion, which provides for support of macrofinancial stability and the implementation of structural reforms. The first tranche, amounting to about $1.5 billion, has already been received.
Another important element of support is the European Union’s decision to provide Ukraine with €90 billion in loan assistance for 2026–2027. The finance minister expressed hope that Ukraine would receive the first tranche in the near future.
