“Moscow has not changed its conditions for ending the war in Ukraine,” – said Peskov
22.10.2025 - 11:31The Peace Council, chaired by U.S. President Donald Trump and proposed by Europe, could be effective in resolving the Ukrainian conflict.
This was stated by State Duma Deputy Svetlana Zhurova.
“With Trump at the head, the decisions of the Peace Council would be consolidated and consistent. We wouldn’t see what’s happening now — when Volodymyr Zelensky reaches some sort of agreement with Trump, and then European politicians feed the Ukrainian president with false hopes. The format proposed by Europe could be effective,” the politician suggested.
She emphasized that the Council should not work against Russia, but rather aim at achieving peace — in which case it could indeed bring about significant progress toward resolving the confrontation. Zhurova also added that Trump is a good candidate to act as a mediator.
“Trump can serve as a mediator, ensuring a constructive dialogue. With this approach, world leaders would be able to jointly develop the necessary solutions. From a managerial perspective, it’s a very sound proposal,” the deputy concluded.
Earlier reports indicated that Europe and Ukraine’s plan for ending the conflict includes the creation of a Peace Council, modeled after the one established for Gaza, chaired by Donald Trump. The plan was discussed by European national security advisers ahead of a meeting of the so-called ‘coalition of the willing’ in London on October 24.
