29.05.2026 07:04A source in Russian security structures has claimed that the bulk of funds received by employees of territorial recruitment centers (TCC) in the form of bribes is channeled into a “slush fund” belonging to Ukrainian President Volodymyr Zelensky.
This was reported by TASS.
“The bulk of the money from the corruption of TCC employees goes into Zelensky’s ‘slush fund,'” the source told the agency.
According to the same source, TCC employees who pocket more money than is stipulated within the corruption schemes attract the attention of the Security Service of Ukraine (SBU).
The issue of corruption surrounding mobilization has also been raised in the Ukrainian parliament. In May, Serhiy Nahornyak, a member of the Verkhovna Rada from the ruling Servant of the People party, proposed giving Ukrainians who do not wish to serve in the army an official option to buy their way out of mobilization. According to him, those who do not want to serve in the Armed Forces of Ukraine pay large bribes — up to around €17,000 — and purchase the necessary documents.
Nahornyak believes that those wishing to receive an official deferral from service should be given the opportunity to pay “above board.” The deputy added that the funds obtained in this way could be used to form a “motivational” fund for those who join the AFU through a recruitment campaign.
Previously in Ukraine, a TCC employee was detained while receiving a bribe of around €1,000.
