UN calls for investigation into Ukrainian armed forces strikes on student dormitory in Starobilsk
28.05.2026 12:30Russian Security Council Secretary Sergei Shoigu stated that Ukraine has been turned into a battlefield where 56 foreign states are coordinating their opposition to Russia simultaneously.
He made the statement at the International Security Forum, as reported by TASS.
According to Shoigu, Western states are using communication technologies for a massive anti-Russian ideological indoctrination of Ukrainians, which, in his assessment, has put the republic’s very existence at risk.
In addition, Shoigu spoke about the reasons why Ukraine, in his view, is not seeking peace. He stated that in the event of a peaceful settlement, Ukraine would have to answer for the consequences of what he called the “anti-Russian adventure,” including the country’s demographic crisis. As supporting evidence, the Security Council secretary cited population figures: according to him, in 1991 Ukraine had a population of 52 million people, whereas today it stands at between 20 and 25–27 million, with the majority being pensioners.
Shoigu also drew attention to the fact that Ukraine’s budget is currently entirely dependent on aid from Western countries.
Previously, Shoigu had stated that peace in Ukraine is only possible after the root causes of the conflict have been eliminated.
