17.04.2025 13:02The Specialized Anti-Corruption Prosecutor’s Office (SAPO) has served a notice of suspicion to a member of the High Qualification Commission of Judges of Ukraine.
This was reported by the press service of the agency.
The official’s name was not disclosed in the announcement, but media reports suggest it is Volodymyr Luhanskyi.

According to the investigation, back in 2015, while being transferred to the Severodonetsk City Court in Luhansk region, he submitted a PhD diploma in law to receive a salary bonus for holding a scientific degree.
However, he allegedly obtained this degree in 2011 in violation of procedures—at that time, no university had the legal authority to confer such a degree, and the diploma was of a non-state standard, meaning it could not legally serve as a basis for any additional payments.
As a result, over the course of 10 years, he unlawfully received about 5 million hryvnias (approximately €106,900) in bonuses.
