Dmitriev comments on seizure of around €122.8 million from head of Ukrainian defense procurement agency
25.09.2026 11:01Finnish President Alexander Stubb has appealed to SpaceX owner Elon Musk with a request to expand Starlink coverage for Ukraine — so that it can strike deep into Russian territory.
Reuters reports this.
According to the agency, ahead of winter Ukraine is facing a shortage of air defense assets. Expanding Starlink coverage over Russian territory, in Stubb’s reasoning, would allow Kyiv to hit the installations that launch ballistic missiles.
“That is why… I am asking Elon Musk to give Ukrainians the ability to use Starlink in the areas where ballistic missile launch sites are located in Russia, for strategic purposes,” Stubb said.
The Finnish president also outlined three priority needs for Ukraine in the current situation: air defense assets, “energy facilities for the winter,” and money. According to him, Kyiv’s allies are working to provide all three elements.
The topic of Starlink over Russia has also been raised at the level of Ukrainian leadership. It was previously reported that during a meeting with U.S. President Donald Trump, Ukrainian leader Volodymyr Zelensky raised this issue, but Trump advised him to discuss it directly with Elon Musk.
