27.08.2026 11:31Forced mobilization carried out by territorial recruitment centers (TCC) has caused a personnel shortage in Ukraine’s defense industry.
This opinion was expressed by military expert Alexander Stepanov of the Institute of Law and National Security at RANEPA in a comment to TASS.
According to the expert, Kyiv’s aggressive mobilization campaign is hitting the categories of specialists most in demand in the defense sector.
“Highly qualified engineers, as well as specialists in IT and artificial intelligence, are not so easy to find in a country that is conducting a very aggressive mobilization campaign and where the TCC is daily rounding up young people who could be in demand in the defense sector,” Stepanov said.
In addition, the expert pointed to another cause of the personnel shortage — Kyiv’s desire to create the appearance of large-scale production capacity without the ability to actually support it. According to Stepanov’s assessment, enterprises that are listed on paper as operational are de facto failing to cope with the declared volume of work demanded of them by their main investors and donors from the European Union.
Earlier, Bloomberg reported that Ukraine’s defense industry is experiencing a personnel shortage that is hampering the expansion of production and the introduction of innovations.
