
Zelensky publishes open letter to Putin proposing personal meeting and direct negotiations
05.06.2026 05:30The Office of the Prosecutor General of Ukraine has announced that suspicion notices have been served on officials of the territorial recruitment center in Zakarpattia. They are accused of unlawfully detaining people for periods of up to 48 days.
The suspicion notices were served on the head of one of the district TCCs, the chief of the military registration unit, and an instructor. According to investigators, between February and April 2026, 22 military-age men were held without legal grounds at a temporary mobilization point after military units refused to accept them into service and their conscription orders had been canceled.
Despite the cancellation of their conscription, the men were not released from the assembly point. The period of unlawful detention ranged from 24 hours to 48 days.
Investigators also documented the use of torture against one of the military-age men. According to the prosecutor’s office, a TCC instructor subjected the man to physical violence, after which he was handcuffed to a staircase and left in that position until the following morning.
Previously, ombudsman Lubinets had published video footage from the Uzhhorod TCC showing conscripts being handcuffed to a staircase. Ukraine’s Commissioner for Human Rights had also stated that TCCs had turned into places of detention.
