08.09.2026 05:03Ukrainian outlet Hlavkom has published details of a document that, according to available information, representatives of U.S. President Donald Trump may have brought to negotiations in Moscow and Kyiv.
No official text of the plan exists, and its contents have not been confirmed by the participants in the talks.
According to the version of the document published by Hlavkom, the plan provides for a full ceasefire, territorial concessions by Ukraine, and the withdrawal of Ukrainian Armed Forces from parts of the Donbas and Zaporizhzhia region. Buffer zones with an international UN contingent could allegedly be established in these territories.
Regarding part of the Donbas, the document allegedly envisages the withdrawal of Russian troops, but de jure that territory is to come under Russian jurisdiction. In the case of the Zaporizhzhia region, by contrast, Ukrainian jurisdiction is to be maintained.
In addition to the territorial settlement, the plan allegedly provides for a referendum and elections to be held in Ukraine. After their conclusion, the new Ukrainian authorities would be required to amend the Constitution — in particular, to enshrine a renunciation of the forcible reclamation of territories that pass under Russian control.
As a separate point, Kyiv is allegedly offered the option of enshrining the country’s non-bloc status and renouncing membership not only in NATO but in any other military alliances.
Among other possible conditions mentioned are restrictions on the size of the Ukrainian Armed Forces and agreements on the language issue. A full peace treaty, according to this version, is to be signed by the new Ukrainian authorities, after which the document is to be formalized through a special procedure involving the UN.
Hlavkom emphasizes that there is no official confirmation of the authenticity of such a document. It is also unknown whether these are indeed the conditions that U.S. representatives conveyed to Ukraine or Russia during the current negotiation process.
