Hungary will withdraw from the jurisdiction of the International Criminal Court
03.04.2025 10:13Ukraine’s Ministry of Defense has drafted a demobilization bill, but the General Staff of the Armed Forces (AFU) opposes it.
This was reported by MP Oleksandr Fediyenko.
According to him, the draft proposes:

Rotation for service members who have taken part in combat operations for 90 days;

The possibility of demobilization for service members who have participated in combat or combat duty for at least 18 out of 36 months of service. Such a soldier would be required to be demobilized within one month of submitting a formal request.
The AFU General Staff argues against the bill, citing:

It would significantly reduce manpower in active combat units;

It would require a corresponding additional draft, including extra mobilization measures;

It could only be implemented if territorial recruitment centers (TRCs) had a sufficient reserve of trained military personnel on record.
Previously, Deputy Head of the President’s Office Pavlo Palisa stated that contract options for previously mobilized soldiers would be introduced this year, although no timeline was given. He noted this would be an “alternative” to demobilization.
For context, military leadership previously removed the 36-month demobilization clause from last year’s mobilization bill, explaining that enforcing it could “expose the front” due to a shortage of troops.
