German officials have concluded that Moscow is seeking to end the war due to worsening economic conditions. Interest rates and food prices are rising sharply, the ruble is weakening, and the three-shift work schedule in the military-industrial complex can no longer mask the crisis in other sectors.
The report also references a seminar where the Kremlin reportedly prepared regional authorities for the end of the war in Ukraine, framing it as a “victory,” and for the 2026 parliamentary elections. This was reported by Kommersant. German analysts suspect this information was intentionally leaked by the Kremlin.
Additionally, Putin’s administration is reportedly considering how to reintegrate soldiers returning from the war to prevent them from joining “protest movements or criminal activities.”
The Germans see the potential return of Donald Trump as a decisive factor in the possible early conclusion of the war.
However, officially, the German government told the publication that Russia intends to continue the war and shows no inclination to negotiate.
