“The order to halt aid applies to most military and defense support programs, including assistance to Ukraine, Taiwan, and Jordan. A significant portion of this aid is allocated through the State Department. However, military aid to Israel and Egypt is exempt from these restrictions,” the article states.
The report does not provide further details on the specific impact on Ukraine. Notably, Ukrainian authorities had previously denied any suspension of U.S. military assistance.
Additionally, NYT reports that some U.S. foreign aid programs will be permanently shut down after a 90-day freeze.
“Programs promoting diversity, women’s reproductive rights, and climate change resilience will be permanently cut,” the newspaper cites officials as saying.
Interestingly, in addition to halting Ukrainian aid programs, President Trump has also stopped funding for projects that monitor forced labor in China.
Meanwhile, Andriy Kovalenko, head of the Center for Combating Disinformation under Ukraine’s National Security and Defense Council, stated that U.S. military aid to Ukraine continues under previously approved assistance packages.
At the same time, NYT notes that the Trump administration has resumed grant payments for some foreign aid programs that had been previously suspended.
An exception has been made for “life-saving humanitarian aid,” which includes essential medicines, medical services, food, and shelter.
A memo from Secretary of State Marco Rubio to federal agencies and aid recipients states that such programs “must continue or be resumed if they were halted.”
Previously, the U.S. Agency for International Development (USAID) had suspended funding for all programs and projects in Ukraine.
