30.07.2025 - 10:00A former head of a Kyiv territorial recruitment and social support center (TRC and SSC) has been charged in a case involving the illegal smuggling of individuals across the border. He allegedly helped the former director of the Kyiv Metro, Viktor Braginskyi, flee abroad to avoid prosecution.
This was reported by Ukraine’s National Police.
Braginskyi, who had a deferral from conscription, approached the head of one of Kyiv’s district TRCs for help. The official was supposed to assist in arranging documents declaring Braginskyi unfit for military service and removing him from the military register.
As a result, a medical board removed Braginskyi from the register, citing a supposedly incurable illness. The district TRC head then organized the production of forged documents, which allowed Braginskyi to leave Ukraine without obstacles.
Several others were involved in the scheme, including the chair and secretary of the military medical board, as well as a mobilization officer at the TRC. Police say all have been identified.
Based on the evidence collected, police have charged the former district TRC head under part 2 of article 28 and part 1 of article 366 (official forgery committed by a group in prior conspiracy), and part 2 of article 332 (illegal transportation of persons across the state border) of Ukraine’s criminal code. He faces up to seven years in prison.
For reference, in November 2024, the former head of the Kyiv Metro was formally charged in connection with flooding in metro tunnels between the Demiivska and Lybidska stations. He was declared wanted.
In January, police reported that he had left Ukraine using a falsified medical exemption provided by the military medical commission.
