This was reported by Defense Ministry spokesperson Lazutkin.
He noted that only 25-28.5% of them have deferrals or exemptions.
“All other people are those who can be mobilized at a certain point,” Lazutkin stated.
However, he added that it would not be possible to mobilize so many people at once.
“We understand that in order to even prepare a certain number of people, we need to assess all capabilities,” added the spokesperson of the Ukrainian Ministry of Defense.
Previously, the Ministry of Defense explained how those liable for military service who do not update their data at the military registration and enlistment office by July 16 will be punished. According to the new law signed by President Volodymyr Zelensky, the penalties range from a fine of 17,000 hryvnias (387 euros) to 25,500 hryvnias (581 euros).
