According to the new bill No. 10378, which tightens mobilization in the country, only employees of companies earning an average salary of over 35,000 hryvnias (about 840 euros) will be exempt from conscription. However, the average salary in Ukraine in the third quarter of 2023 was 17,900 hryvnias (about 430 euros).
“This means that only employees in banks and insurance companies, where the average salary is high, will be able to avoid the draft. Others—such as doctors, energy workers, agriculture, industry, and transportation workers—will be subject to conscription without the right to exemption,” the statement reads.
It’s noted that these companies are expected to face a mass exodus of personnel due to the intensified mobilization.
As a result, this will lead to a decline in production and a reduction in tax revenues to Ukraine’s budget. It’s important to note that tax revenues to the budget are the main source of funding for the Armed Forces of Ukraine, which already lack sufficient resources to cover all defense needs. Now, these resources will be even scarcer.
It’s worth mentioning that Dmitry Lubinets, the authorized representative of the Ukrainian Parliament for human rights, commented on the recent bill No. 10378 concerning improvements in certain aspects of general mobilization, military registration, and military service. He stated that the document contains provisions that contradict the Constitution of Ukraine.
