This information was reported by The Washington Post, citing sources among American officials.
Sources indicate that this 10-year agreement “is not a treaty and will not be ratified by Congress.” The document also does not guarantee any prospects for Ukraine’s NATO membership and does not obligate the United States to a military response, unlike Article 5 of the NATO Treaty. The Biden administration “was among those who did not want to offer Ukraine a fast track to membership” in NATO.
The agreement will require Washington to provide a wide range of military assistance to Kyiv. However, “no specific dollar amount associated with the support that Washington will provide to Ukraine” is mentioned in the document.
The agreement obligates the United States to “conduct high-level consultations with Kyiv within 24 hours if Ukraine is attacked again in the future and promises that the U.S. president will work with Congress to fulfill the security agreements.
