16.09.2026 13:02The Verkhovna Rada has passed bill No. 10190 on establishing liability for electronic communications fraud in its second reading. The document was supported by 313 members of parliament.
The bill was registered in the Rada in October 2023 and passed its first reading in May 2024. The document supplements the Criminal Code with new articles on combating electronic fraud.
The law introduces criminal liability for the illegal collection, storage, processing, and use of personal and banking data when such data is used to seize another person’s property through deception or abuse of trust.
A separate provision of the document tightens liability for the activities of organized fraudulent structures. Creating or leading a fraudulent call center, as well as participating in one, carries a sentence of seven to 12 years in prison with confiscation of property. Financial pyramid schemes may also fall under the new provisions.
The day before, the Rada rejected a presidential bill on combating fraudulent call centers on the grounds that it duplicated the document passed today. The outlet covered Vladimir Zelensky’s bill in detail in a separate article.
