Zelensky’s so-called “victory plan” includes a proposal for Kyiv to deploy a comprehensive non-nuclear strategic deterrence package in Ukraine.
Zelensky announced this in Brussels.
According to the president, this is intended to pressure Moscow into negotiations. He added that the details of the proposal have been shared with partners who could help implement it: the United States, the United Kingdom, France, Italy, and Germany. At the same time, Ukraine is ready to share the specifics of the initiative with any leaders willing to provide support.
It’s worth noting that NATO countries have repeatedly stated that they do not intend to deploy their troops in Ukraine until the war ends. The only exception was Macron, who earlier this year expressed readiness to send French troops. However, this idea did not receive support from other Alliance members, and the topic has hardly been raised since.
