26.02.2026 09:20Officers of Ukraine’s Territorial Centers for Recruitment and Social Support (TCRSS) may face penalties for failing to meet mobilization targets.
This was stated by Roman Istomin, spokesperson for the Poltava regional TCRSS, in an interview.
“If an officer—a colonel—receives an order to provide the army with a certain number of people and does not carry it out, is that normal? He has an order. He is a serviceman and an officer,” he said.
Istomin also mentioned false stories that spread “among the people.”
“People immediately start telling me fairy tales that supposedly soldiers conducting notification activities will face consequences if they don’t bring in a certain number of people… No, that doesn’t exist. Absolutely. It’s exactly the same kind of rumor as the claim that an almost ‘bonus’ is paid for each person delivered. That also doesn’t exist,” the spokesperson added.
At the same time, he said that if all regions are fulfilling the mobilization plan at roughly the same level, but one TCRSS chief in a particular region fails to do so, then not only fines may be applied.
“But if everyone is doing it and one of the chiefs is openly failing to perform his duties, of course it won’t just be financial penalties—disciplinary measures will be imposed,” Istomin stressed.
Earlier, a plan to tighten the search for draft evaders was approved in Poltava.
