Rubio indicated that future negotiations would also address European Union sanctions against Russia. He declined to confirm the possible visit of Steve Witkoff, Special Envoy of President Donald Trump, to Russia but stated that Washington would contact Moscow regarding a ceasefire proposal. The U.S. hopes to secure Russia’s agreement for a ceasefire in Ukraine and “strongly urges the Russians to cease all hostilities.”
“There is no military solution to this conflict,” Rubio stated, adding that adherence to the ceasefire could be monitored using satellites.
Discussing security guarantees, the Secretary of State noted that “Ukraine, like any other country, desires long-term security.”
“They want assurances that an invasion like this won’t happen again. We’re all working towards this. What’s the point of reaching a ceasefire now if Russia attacks again in three, four, or six years? Nobody is interested in that,” Rubio emphasized.
He stated that security guarantees for Ukraine should serve as “a form of deterrence,” and Europeans “will need to participate in this matter.” Rubio clarified that Washington would not present a mineral deal as a security guarantee, though such an arrangement would provide the U.S. with a “personal interest” in Ukraine’s security.
The Secretary of State also highlighted that the majority of the meeting with the Ukrainian delegation focused on structuring the negotiation process rather than specific terms.
If Russia rejects the ceasefire, already accepted by Kyiv, Rubio said, “it will tell us a great deal.” However, he believes it would be unconstructive to preemptively threaten measures against Russia if it refuses.
Earlier today, a spokesperson for Ukraine’s Foreign Ministry revealed that difficult compromise decisions for Ukraine were reached during yesterday’s meeting with the U.S. delegation.
