This involves not only making progress on the front lines but also delivering impactful strikes in the rear and the Black Sea region. While acknowledging the potential for Putin to brandish nuclear capabilities, Burns emphasizes the importance of not entirely dismissing the risks of escalation but also avoiding undue fear of them.
