27.03.2025 13:06Member of Parliament Yaroslav Zheleznyak has stated that he reviewed a draft subsoil agreement prepared by the United States and submitted to Ukraine.
According to Zheleznyak, the 58-page document was provided to him by sources within the Ukrainian government.
The MP claims that the proposed agreement on subsoil resources “is not in our favor.” He states that the agreement covers all natural resources, including both newly discovered and already developed deposits.
The fund managing the resources would be overseen by five individuals — three of whom would represent the United States, each with full veto power.
“Both state-owned and private companies can engage in extraction. The funds are immediately converted into foreign currency. The fund’s assets are transferred abroad. If, for any reason, Ukraine fails to fulfill its obligations, we must pay extra. The U.S. contribution is the aid already provided to us since 2022. They can earn profit at their discretion. Moreover, they are the first to receive royalties from the fund (+4%), and only after that does Ukraine get its share,” Zheleznyak wrote.
He also noted that the agreement is indefinite — “changes or termination are only possible with U.S. approval.” The agreement reportedly gives the U.S. “right of first refusal” on all new infrastructure projects and veto power over selling resources to other countries.
“There are no security guarantees. Not even a hint,” the MP added.
Previously, Ukrainian President Volodymyr Zelensky said he had not yet seen the new subsoil agreement.
