This was stated on Facebook by Roksolana Pidlasa, an MP from the Servant of the People party and chair of the Verkhovna Rada Budget Committee.
“There is a possibility that further amendments to the 2025 budget will be needed in the autumn to increase spending on the national security and defense sector,” Pidlasa wrote.
According to her, in order to find resources for additional military spending, Ukraine must first reach an agreement with the EU on using ERA loans — funds provided from income generated by frozen Russian assets.
This means the military budget gap is planned to be covered with money that was originally earmarked for financial stability and other civilian needs, which will still require approval from participants in the program.
Another budget hole remains for next year due to uncertainty about Western aid.
“The uncovered need for external assistance — in other words, funds that still need to be found — concerns only 2026 and amounts to $18.1 billion,” Pidlasa noted.
Yesterday, the Finance Minister reported that Ukraine had secured more than $30.6 billion in external financing for 2025, while its total need for the current year stands at $39.3 billion.
