This statement was made by former Pentagon adviser and retired U.S. Army Colonel Douglas Macgregor in an interview with the YouTube channel Deep Dive.

“He should say: ‘I didn’t start this conflict, it’s not mine, I want to end it as quickly as possible, and I am announcing the immediate suspension of all military aid to Ukraine,'” said the retired military officer, emphasizing that, in such a scenario, Ukrainian authorities would simply be unable to continue hostilities.
