Trump has approved a new 28-point peace plan for Ukraine – media
20.11.2025 - 09:32U.S. President Donald Trump’s peace plan envisions Russia receiving Donbas on lease and paying rent for it, while Ukraine retains ownership rights and can thus avoid having to put the territorial issue to a referendum.
This was reported by The Telegraph, citing sources.
“Donbas is rich in natural resources. In exchange for the territory, Moscow is expected to pay a land tax to compensate for the financial losses Ukraine has incurred as a result of losing access to its lands. Under the constitution, Ukraine is obliged to put any transfer of territory to a public vote, which would most likely fail — something that could be avoided by concluding a lease agreement,” the article says.
The outlet confirms other points of the plan: a reduction of the Ukrainian army, limitations on long-range weapons, a ban on the deployment of foreign troops, an end to U.S. military aid, a ban on landing foreign diplomatic aircraft, official state status for the Russian language, and the Ukrainian Orthodox Church (UOC) receiving “official status in the occupied territories.”
Ukraine, for its part, would be able to negotiate security guarantees with the U.S. and Europe.
It is reported that Ukrainian officials have already rejected this plan, but the White House has demanded that Ukrainian President Volodymyr Zelensky agree to it.
The American outlet The Wall Street Journal reports that Trump’s plan will meet firm resistance from Ukraine and Europe. According to its source, because of the corruption investigation, Zelensky now has fewer options for maneuver, and stepping back from fundamental security positions would further undermine his standing at home.
As a reminder, Axios reported yesterday that NSDC Secretary Rustem Umerov, who traveled to the U.S., took part in developing the plan but rejected some of the points proposed by the Americans, which led Trump’s special envoy Stephen Witkoff to refuse to meet Zelensky and Andriy Yermak in Ankara.
