18.09.2026 08:34Turkey has transmitted to Russia and Ukraine a draft memorandum on ending attacks on civilian vessels in the Black Sea.
A Turkish diplomatic source reported this to AFP.
“We have sent the Russians and Ukrainians a draft memorandum on finding a solution to the problem of attacks occurring in the Black Sea,” the diplomat said.
The day before, Turkish Foreign Minister Hakan Fidan said that Ankara is working on ceasefire proposals between Ukraine and Russia in the Black Sea. According to him, both sides have already reviewed Turkey’s initiatives and submitted their responses. Fidan did not, however, disclose the details of Ankara’s initiatives.
Turkish diplomats are currently analyzing the proposals received from Kyiv and Moscow in order to develop an arrangement acceptable to both sides.
Turkish vessels are among those affected by Ukrainian and Russian strikes in the Black Sea. Turkey’s previous similar proposals received no public responses.
Earlier, a Turkish owner of a cargo ship attacked by drones in the Black Sea in July filed a complaint against Ukraine with the International Criminal Court. Mustafa Can, chairman of the board of the major Turkish shipping company Transbosphore, accused Ukraine of striking Turkish vessels and characterized the attacks as piracy.
