This information was provided by the Ministry of Education of Ukraine in response to an inquiry from Ukrainian media.
The number of men aged 25 enrolling in doctoral programs after the war began increased by 6.5 times: in 2022, there were 9,700 (including 7,000 men over 30), and in 2023, there were 13,500 (including 13,200 men over 30).
Before the war, around 7,000 people, including women, enrolled in doctoral programs annually. This year, Ukraine has registered an unusually high number of people planning to enroll in master’s and doctoral programs—200,000.
Enrolling in a doctoral program provides a deferment from mobilization. Registration for this year’s intake has already ended. Additionally, the passing score for admission to doctoral programs has been raised to 150. Previously, the passing scores for the English language and the general competency test were 130 and 100, respectively.
