A report to Congress says that one condition for “normalizing relations” would be a reduction in Moscow’s perception of the United States as a threat.
In December 2025, the United States presented an updated National Security Strategy. The document, published on the White House website, states that resolving the conflict in Ukraine and restoring “strategic stability” in relations with Russia are among Washington’s most important interests.
Among other things, the updated U.S. National Security Strategy sharply criticizes the policies of European countries regarding the conflict in Ukraine. The document itself emphasizes that President Donald Trump’s administration is at odds with Europe, which it says has unrealistic expectations about the existing confrontation with Russia.
Under former President Joe Biden, the Pentagon’s National Security Strategy described Russia as an “acute threat” and China as a “persistent rival.” In the updated document under Trump, Moscow is not described as an “adversary.”
