05.08.2024 12:35A draft law has been submitted to the Verkhovna Rada of Ukraine proposing to allow unrestricted travel abroad during martial law for public activists receiving foreign grants, members of parliament, officials, judges and prosecutors, as well as all other individuals exempted from mobilization or those entitled to deferment.
The bill, numbered 11460, has been posted on the parliament’s website. Its full title is “On Additional Measures to Enhance Motivation and Protect the Rights of Military Personnel under Martial Law.”
The authors of the initiative, including Petro Poroshenko, propose allowing the following categories of military personnel to travel abroad during martial law:
- Individuals entitled to deferment (including members of parliament, judges, top officials and other categories) upon presenting a deferment document.
- Individuals with a reservation from mobilization upon presenting a reservation document.
It should be noted that in early July, the Cabinet of Ministers exempted all employees of 133 public organizations receiving foreign grants from mobilization, recognizing them as “critically important.”
Earlier in the spring, there was controversy in Ukraine regarding the exemption from mobilization for circus employees.
