04.11.2026 15:01The state budget of Ukraine received 73.7 billion hryvnias less than planned in the first 10 months of the year, whereas the government had earlier forecast a shortfall of 70 billion for the entire year.
This was reported by the chair of the Verkhovna Rada budget committee, MP Roksolana Pidlasa.
Between January and October, the general fund of the state budget (excluding international grants) received 2 trillion hryvnias. The shortfall against the plan for the reporting period was 73.7 billion hryvnias, more than three quarters of which (56.2 billion hryvnias) failed to arrive specifically in August-October 2026. The main reasons for the shortfall are intensified Russian strikes on business and blocked seaports.
The top 5 sources of revenue for the general fund of the budget included: import VAT — 548.7 billion hryvnias; personal income tax — 287 billion hryvnias (including the military levy for 6 months of 2026, and from July it is credited to the special fund and directed specifically to the monetary provision of Ukrainian Armed Forces servicemen); VAT on goods produced in Ukraine — 280.2 billion hryvnias (already net of VAT refunds); corporate profit tax — 278.4 billion hryvnias; National Bank funds — 146.1 billion hryvnias.
“It is fair to say that there is also overperformance on revenues. Mostly due to: corporate profit tax (+32.9 billion hryvnias, or +13.4%), personal income tax (+5.9 billion hryvnias, +2.1%), import excise (+4.7 billion hryvnias, or +3.2%) and rent payments (+1.9 billion hryvnias, or +4%),” Pidlasa added.
At the same time, the plan for the main budget-forming taxes (levies) was not met. In particular, import VAT — by 47.5 billion hryvnias (or by 8%); VAT on goods produced in Ukraine — by 44.7 billion hryvnias (or by 13.7%); domestic excise — by 29.8 billion hryvnias (or by 22.8%); dividends and part of the net profit (income) of business organizations — by 9 billion hryvnias (or by 13.3%); import duty — by 1 billion hryvnias (or by 1.9%).
Overall, the largest taxes and levies fell short by 132 billion hryvnias (against the 10-month plan). However, this shortfall is partially offset by above-plan revenues from profit tax, personal income tax and others.
In January-October of this year, more than 25 billion dollars of international assistance was spent on general fund expenditures of the state budget. From the placement of domestic government bonds, 387.9 billion hryvnias were directed to finance the general fund of the state budget over 10 months of 2026. In October alone, the increase was almost 26 billion hryvnias.
The largest categories of state budget expenditures since the start of the year included: defense — 2.2 trillion hryvnias, or 60.3% of all general fund expenditures; repayment of debt (domestic and external) — 487.4 billion hryvnias; social protection and support for veterans (excluding public investment projects) — 380.5 billion hryvnias; debt servicing (external and domestic) — 305.8 billion hryvnias; the medical guarantees program and health screening — 161 billion hryvnias.
“Without receiving the second tranche of macro-financial assistance from the EU (we are waiting! All conditions have been met) and a new tranche of the Ukraine Facility ($8 billion), it is not possible to ensure the filling of the budget with our own revenues until the end of the year; without donor funds there are risks of failing to fulfill both military and social expenditures in the planned volumes,” the MP emphasized.
