31.03.2025 16:03The European Business Association (EBA) has reported that the Ukrainian Cabinet of Ministers has not implemented the provision requiring employees drafted into the military after May 18, 2024, to be included in the total number of conscripts.
This was stated in a publication on the EBA website.
On February 28, 2025, the government amended the procedure for reserving conscripted employees by adopting Resolution No. 233. According to the updated rules, employees who were called up for military service after May 18, 2024, are now to be counted in the total number of conscripts within a company. However, according to EBA member companies, these changes have not yet been reflected on the “Diia” digital portal.
“The lack of technical capability to accurately reflect the total number of conscripts directly affects the size of the quota — the number of employees a company is allowed to reserve. This is especially critical for enterprises where more than 30% of conscript-eligible workers have already been mobilized. Such a situation can negatively impact business stability and production efficiency,” the EBA stated.
The Association is requesting improvements to the digital systems, so that the number of conscripts is correctly displayed on the Diia platform in accordance with current legislation — including those mobilized after May 18, 2024.
They also expressed hope that the necessary changes will be implemented soon, since after March 31, the previous critical enterprise statuses will no longer be valid, meaning that businesses are expecting a complete reboot of the reservation system.
“Therefore, in the opinion of EBA experts, it is extremely important to improve the system in such a way that all legal mechanisms for identifying critical enterprises and reserving conscripts are accessible to users,” the EBA press service emphasized.
