Ukrainian MPs reveal details of planned tightening of reservation rules

Several Ukrainian members of parliament have announced that the Cabinet of Ministers is preparing a new resolution that will significantly change the rules for reserving workers from mobilization.

According to available information, tightening the reservation system will be one of the key areas of the mobilization reform.

MP from the Servant of the People faction Halyna Yanchenko said that the Ministry of Economy is working on a resolution aimed at closing a number of loopholes in the current system. According to her, the key problem is the repeated counting of the same people at different enterprises.

“Work is currently underway on a resolution that, in the opinion of the Ministry of Economy, should close some loopholes in the reservation system. In particular, the key issue is the counting of the same people at different enterprises multiple times. That is, if they work in related positions, enterprises include them among the 50% of workers who do not have reservation status,” the MP said.

Yanchenko clarified that the government is considering the possibility of revoking reservations from those who receive them through secondary employment rather than their primary job. The new resolution, according to her, will most likely stipulate that people can only be reserved at their primary place of work.

MP from the European Solidarity party Nina Yuzhanina added that the changes being introduced by the Cabinet will also affect requirements for the average wage at an enterprise — it will need to be at least three times the minimum wage — and provide for a full review of the status of critically important enterprises. According to her, within three months all enterprises will effectively have to undergo re-confirmation of their critical status, and the criteria will be agreed upon with the Ministry of Defense and the Ministry of Economy.

“Even if an enterprise formally meets the criteria, the final decision is still made by the relevant authority. The status can be reviewed, and reservation is not automatic. At the same time, one of the key criteria — significant importance for an industry or community — remains very subjective. It is precisely because of such wording that the system often operates on a manual basis and creates unequal conditions for businesses,” the MP explained.
