November 13, 2023In the near future, Ukraine is planning to introduce a third gas bill, specifically for the maintenance of internal gas networks.
This new fee used to be included in a single payment for gas.
According to the publication Gazpravda, legislation has granted property owners the right to choose an organization, either a local gas company or another entity with the necessary permissions, to exclusively and on a contractual basis carry out maintenance work on internal gas networks for a fee.
“The current legislation stipulates that in case of failure to provide technical maintenance and current repairs of internal gas networks in a house, the distribution of natural gas is terminated. However, until the completion of the final reform of the regulatory framework in this area, the termination of gas supply by local gas companies solely due to the absence of contracts for maintenance may be considered manipulative and a violation of the rights of its residents,” notes the publication.
After the introduction of the third payment, specialists are required to conduct an annual visual inspection of gas pipelines, checking for free access to them, the condition of painting and attachment of the pipelines, the presence of sleeves in places where they pass through external and internal structures of the house, the condition of the sealing of the inter-pipe space, and cleaning it from dirt and, if necessary, restoring it.
In multi-story buildings, a check for the tightness of connections of gas pipelines and gas equipment is performed every six months, specifically before and after the heating season, using instrument methods or soapy emulsion, with the elimination of any detected gas leaks.
Once a year, the operability of shut-off devices installed on gas pipelines is checked, and they are cleaned of corrosion residues and lubricated in accordance with the requirements and recommendations of manufacturers. Additionally, technical maintenance of gas equipment is carried out in accordance with the requirements and recommendations of manufacturers, but not less than once a year.
