15.09.2026 15:06Ukrposhta Director General Ihor Smilyansky stated that Ukrainian Prosecutor General Ruslan Kravchenko violated the established procedure when sending suspicion notices to the heads of NABU and SAP — in particular, he paid for the registered letters in cash rather than by non-cash transfer.

According to Smilyansky, the photocopies of receipts that Kravchenko published on social media show that payment was made in cash directly at a branch. This contradicts the terms of the contract between JSC Ukrposhta and the Office of the Prosecutor General, as well as the provisions of Ukraine’s Budget Code governing the financing of the OPG’s operational expenses.
“The Prosecutor General of Ukraine claims on social media that he sent suspicion notices to the heads of NABU and employees of SAP. At the same time, the photocopies of receipts provided on social media show that payment for these mailings was made in cash directly at a branch, and not by non-cash transfer, as stipulated by the contract between JSC Ukrposhta and the Office of the Prosecutor General and, in particular, as required by the Budget Code of Ukraine regarding the financing of the OPG’s operational expenses,” Smilyansky wrote.
Smilyansky said that Ukrposhta would investigate the circumstances surrounding the processing of the said postal items in order to determine the company’s legal position. He also joked that Ukrposhta would now be deciding whether or not to deliver the suspicion notice from the prosecutor general, adding: “It seems some people have forgotten who resolves such major problems for us.”
The day before, Kravchenko announced that he had signed suspicion notices for NABU Director Semyon Krivonos and a person close to SAP head Oleksandr Klymenko. That person is Klymenko’s wife. It also became known at the same time that the suspicion notice against Krivonos had been prepared by the Security Service of Ukraine.
