Vice-President of ‘Kyivgorstroy’ Bondarev, in the midst of the war, registered a company in Spain for 300,000 euros

‘Kyivgorstroy’ is a company that is 80% owned by the city of Kyiv and is one of the largest developers in Ukraine. However, since the fall of 2022, almost all of its construction projects have been at a standstill. The reasons behind this are the war and the reduction in payments from investors according to installment agreements. This is one side of the coin. The other side involves the excessive behavior of the company’s management, which is becoming increasingly known.

For instance, it has come to light that the vice president of ‘Kyivgorstroy,’ Arkadiy Bondarev, who even during the war and chaos in the real estate market in Ukraine, registered a firm in Spain with a capital of 300,000 euros.

According to official information, Arkadiy Bondarev has been working for the city authorities in the housing and communal services sector since 1992. Since 2010, he has been the vice president of CJSC ‘HC ‘Kyivgorstroy.’ His biography does not contain any hints of working in the business sphere or private companies. However, like most officials living lavishly while working for the state their entire lives, it’s quite puzzling.

At one point, Bondarev served as an assistant to two Ukrainian members of parliament.

Bondarev’s responsibilities at ‘Kyivgorstroy’ include coordinating real estate project implementation, marketing and the company’s participation in state programs. This should be a huge responsibility, especially during a war. However, there is practically no commentary from Arkadiy Bondarev regarding ‘Kyivgorstroy’s’ activities during the military aggression from Russia. His Facebook page also lacks news about the work of the capital’s construction company, instead serving more as an advertising bulletin for his son, Alexander.

Sports enthusiasts may have seen news from a month ago about a 14-year-old Ukrainian racer, Alexander Bondarev, becoming a member of the Formula 1 team ‘Williams’ youth program. The news is striking because Alexander became the first Ukrainian racer in history to achieve this. He is indeed the son of the vice president of ‘Kyivgorstroy.’

On sports-related websites, one can read about Alexander’s career, who has been racing since the age of 5.

‘All this time, Alexander has been involved in karting, essentially sponsored by his parents. After all, racing is an expensive sport and finding sponsors for children is almost impossible,’ sports media write.

It is also reported that ‘2022 was a breakthrough year for the young racer Alexander Bondarev when his high achievements were recognized by the Ricky Flynn Motorsport team.’

And now, in 2023, Alexander Bondarev becomes a participant in the ‘Williams’ Racing Academy.’ Of course, under the sponsorship of his father, the vice president of ‘Kyivgorstroy.’

One might think that the son’s career is sponsored by the mother, Arkadiy Bondarev’s wife. However, she does not have significant success in business that would allow investments in such an elite sport as racing.

Bondarev’s wife is singer Oksana Bryzgalova. Previously, she was a member of the pop group ‘Milos,’ and in 2019, she was also a candidate to represent Ukraine at the ‘Eurovision’ as part of the group Braii. It is known that Oksana met Bondarev during a beauty contest and in 2008 they became spouses. Before Russia’s full-scale invasion of Ukraine, Bryzgalova headed the Istok studio recording studio in Kyiv. However, the studio’s website is now inactive and the last social media post relates to New Year’s greetings for 2022.

Oksana doesn’t share much about her life on social media. The latest photo, dated August 2023, was taken in the UK and captioned ‘Just a new frontier.’

Thanks to publicly available data in registries, journalists found information about the establishment of a company in Spain by Oksana Bryzgalova and Arkadiy Bondarev in 2023.

The firm, named ‘BONDAREV RACING SL,’ was created on January 11, 2023. The latest changes are dated March 2023, indicating that the spouses – the vice president of ‘Kyivgorstroy’ and the singer – are its leaders. The type of activity is sports and its promotion.

The company is registered in the municipality of Barcelona, and its office is located a few meters from the beach and surrounded by expensive hotels.

The most interesting information concerns the capital of the firm. According to registry data, it amounts to a whopping 300,000 euros or 11.6 million hryvnias at the exchange rate. Since, besides Bondarev and Bryzgalova, no other participants are noted, the question of whose funds these are arises naturally.

In the midst of the war in Ukraine, during the actual bankruptcy of one of the largest developers and when every Ukrainian sacrifices money on a daily basis for the Armed Forces of Ukraine. The vice president of ‘Kyivgorstroy,’ Arkadiy Bondarev, invests 300,000 euros in establishing a company in Spain, aiming to develop and promote his son’s career.

During the war, when most men cannot leave the country due to martial law restrictions, Arkadiy Bondarev seemingly traveled to Spain. At least, a photo on his son’s profile, dated September 2022 and geotagged to Calella, is a municipality in the province of Barcelona. It is precisely where the BONDAREV RACING SL firm, founded by Arkadiy Bondarev in January 2023, is registered.

Spain is a country where many Ukrainian officials of various sorts have businesses or real estate. Journalists have repeatedly written about this, noting that most of these individuals cannot prove the legal origin of their wealth. It seems that the vice president of ‘Kyivgorstroy,’ Arkadiy Bondarev, is joining these ranks.
