There are two main reasons for the disagreements.
The first is related to the stance of the U.S. leadership on the upcoming peace summit in Switzerland and Ukraine’s internal politics. It is reported that U.S. President Joe Biden, despite personal requests from his Ukrainian counterpart Volodymyr Zelensky, may decline to attend the forum, jeopardizing the event’s significance, especially following China’s refusal to participate.
The second issue involves U.S. concerns about Ukraine’s internal policies and anti-corruption efforts. Washington was displeased with the dismissal of individuals close to American authorities, such as former Deputy Prime Minister Oleksandr Kubrakov, whose removal was linked to his close ties with the U.S. embassy. The U.S. has urged Kyiv to strengthen its fight against corruption, which has elicited a negative reaction from Ukrainian leadership.
How these events might unfold and their potential consequences.
The Peace Summit and More
The Financial Times reported that the relationship between the two countries is contradictory. Kyiv and Washington are preparing to sign a security agreement, but relations have reached their lowest point since the start of Russia’s full-scale invasion of Ukraine.
Several reasons contribute to this: the delay in Congress voting on aid for Kyiv, the lack of progress on NATO membership, Ukrainian drone attacks on oil refineries in Russia, and the Biden administration’s ban on using American weapons for attacks inside Russia.
American authorities have allowed the use of weapons near Ukrainian borders but not long-range weapons, which Ukraine particularly desired.
The greatest concern for the office of the Ukrainian president is the U.S. attitude towards the peace summit planned for June. Zelensky is very worried about this issue. Biden may not attend the summit despite Zelensky’s pleas, causing irritation among Ukrainian leaders.
Internal Politics and Anti-Corruption Efforts
The Washington Post highlighted two more reasons for the tension: Zelensky’s personnel decisions and anti-corruption efforts. Recently, individuals close to Washington were dismissed, causing dissatisfaction on the American side. Specifically, the dismissal of Deputy Prime Minister Kubrakov, who had close ties with the U.S. embassy and was perceived by some as betraying the ruling team.
During a recent visit to Kyiv, Secretary of State Blinken voiced increased demands for anti-corruption efforts, prompting a negative reaction from Zelensky. Following this, many Ukrainian officials criticized Blinken’s guitar performance in a Kyiv bar as “insensitive.”
Future Relations
High-level sources in the Ukrainian government confirm the presence of a challenging phase in relations with the U.S., but they are not dramatizing the situation. Political analyst Ruslan Bortnik believes that the current tension is a result of the reduced role of the U.S. administration in Ukrainian affairs. He predicts further growth in tension, especially after the NATO summit.
Ukrainian politicians see two versions of the current situation: one suggests that the current tension is caused by subjective factors and will not lead to fundamental changes. The other version suggests that Zelensky’s relations with the Biden administration will become increasingly strained, but Washington will not take radical steps to change power in Ukraine amid the war and upcoming U.S. elections.
