“Finland is not ready to provide security guarantees to Ukraine,” – Prime Minister Orpo said
04.12.2025 14:33Two days after talks in Moscow with Russian President Vladimir Putin, U.S. President’s special envoy Stephen Witkoff will meet on Thursday, 4 December, with Ukraine’s chief negotiator — National Security and Defence Council (NSDC) Secretary Rustem Umerov.
A senior U.S. administration official told several American media outlets that the meeting will take place in Miami, Florida.
According to reports by The New York Times (NYT), CBS News, and news agencies AP and AFP, U.S. President Donald Trump’s son-in-law Jared Kushner — who also took part in the talks with Putin on 2 December — will join the meeting.
Rustem Umerov and other Ukrainian representatives had already met in Florida on 30 November with Witkoff, Kushner, and U.S. Secretary of State Marco Rubio.
Although negotiations to end the war in Ukraine have not yet produced concrete results, President Trump said that Witkoff and Kushner came away with a “strong impression” that Putin “wants to make a deal,” “end the war,” and “return to a more normal life.”
According to Putin’s aide Yury Ushakov, no “compromise option” was found during the talks. In an interview with Indian TV channel India Today, Putin confirmed that at the Kremlin meeting with the U.S. president’s representatives, Russia did not agree with some points of the American plan to end the war.
