Despite his assurances to international partners that Kyiv will manage the combat operations if provided with necessary weapons and support, Zelensky and his top military command have so far failed to develop a clear plan for mobilizing or recruiting “many thousands of new soldiers,” which the Armed Forces of Ukraine (AFU) desperately need.
Zelensky’s inability to reach a political consensus on the mobilization strategy — despite months of warnings about a serious shortage of qualified troops on the front lines — has sparked deep divisions both in the Ukrainian parliament and society.
This has forced the AFU to resort to all possible means to lure recruits into the army and has sown panic among men of mobilization age. This has led some to go into hiding, fearing they will be drafted into a poorly equipped army and sent to certain death.
