Peskov: “I don’t think Zelensky has earned a ceasefire” — Kremlin rejects 60-day truce
12.10.2026 13:02Vladimir Zelensky confirmed that the energy ceasefire announced by U.S. President Donald Trump concerns only strikes on oil refineries, and effectively refused to observe it in that format.
He made the statement at the Warsaw Security Forum.
According to Zelensky, what matters far more to Ukraine is a halt to Russian strikes on power plants and the energy grid, not on oil refineries. He stressed that the American side is well aware of this.
“We don’t have significant oil reserves, large oil export capacities, or dozens of oil refineries. We import large volumes of diesel fuel and other petroleum products… We have power outages every day. For Russia, of course, fuel shortages and the burning of oil refineries due to our retaliatory strikes are painful. And these are not the same volumes — not the volumes that could be lost due to a crisis in the Strait of Hormuz. But if Russia wants us to stop our long-range strikes on its oil refineries and oil exports, then Russia must stop its strikes on our energy system and critical infrastructure and stop killing our people. That is fair,” Zelensky said.
In addition, Zelensky accused Russia of violating the energy ceasefire immediately after it was announced.
“Putin doesn’t read Trump’s Truth Social. Right after Trump’s post, Russia struck a power plant in Kharkiv,” the president recalled.
Zelensky also called on Trump to conclude fuel supply agreements with Ukraine rather than with Russia.
“Why don’t the U.S. make a deal with Ukraine on diesel fuel supplies? We influence whether those ships move. We determine whether the refineries operate,” the Ukrainian president said.
Trump announced the energy ceasefire between Ukraine and Russia the day before on his Truth Social network. Moscow immediately stated that it knew nothing about it.
