January 8, 2024The new draft law on mobilization in Ukraine considers the scenario of revoking passports from men who have left Ukraine without the territorial recruitment center’s permission.
Former MP Igor Mosiychuk revealed this information.
The international passport is the property of the Ukrainian state, so revocation is feasible. The Ministry of Defense views this as the only way to bring these men back to Ukraine.
On January 4th, representatives of the security bloc and deputies met behind closed doors in the committee of the Verkhovna Rada of Ukraine to discuss draft law No. 10378 on mobilization, a pivotal decision affecting hundreds of thousands of men. The consideration of the draft law will continue for several days before it is put to a vote.
Journalists gathered some information from government representatives regarding what was discussed behind closed doors in the parliamentary Committee on National Security, Defense, and Intelligence.
As noted by journalists, Valeriy Zaluzhny expressed opposition to conscripting criminals currently serving sentences for serious crimes into the army. He firmly believes that such individuals are not needed in the army and would become a burden in military units.
However, Valeriy Zaluzhny insists on significantly strengthening mobilization and holding people accountable for evading it. One of the chief arguments of the Commander-in-Chief is that over the last six months, an additional 400,000 men were called up into the Russian army, which should serve as a signal for Ukraine.
Therefore, Zaluzhny demands a stronger mobilization in Ukraine, or else the responsibility of handling weapons will fall to the deputies.
It’s important to note that draft law No. 10378 outlines new restrictions for men, essentially contradicting the Constitution of Ukraine. These restrictions include:
- A ban on traveling abroad.
- Prohibition on conducting transactions related to movable and immovable property.
- Limitation on the right to use and dispose of funds and other valuables.
- Refusal to enter into credit or loan agreements.
- Suspension of receiving benefits and services from the state, and more.
The specialized committee stated that they are refining the draft law.
Whether the most contentious restrictions for men not registered for military service will be removed will be known in the near future.
