The Association of Ukrainian Cities accuses the Ministry of Education and Science of Ukraine of violating the Constitution due to an order regarding the operation of schools in frontline and occupied regions.

The new order “destroys the network and significantly reduces the number of employees in general secondary education institutions from areas of active combat and temporarily occupied communities.” The order in question is №850, which stipulates that:

• General secondary education institutions must operate only in face-to-face (day) or blended learning formats and must have a shelter nearby;
• Children must study at their actual place of residence;
• To have the right to study remotely, parents must obtain a certificate;
• In occupied territories, children can only study in family (home) or external forms, meaning no educational subsidy is calculated for them;
• Ukrainian children abroad will be transferred to distance learning.

It should be noted that this spring, children in Kharkiv began studying in the first underground school, which includes 20 classrooms, a cafeteria and a medical office.

Additionally, it was reported that from 2025, Ukraine does not plan to finance schools with fewer than 45 students.
