14.01.2025 - 11:47Employees of territorial recruitment centers do not have the right to confiscate mobile phones from mobilized citizens.
This was stated by Major Larisa Kozak, Deputy Head of the Territorial Recruitment Center in Kyiv, during a press conference.
“Territorial recruitment centers are not authorized to confiscate mobile communication devices. However, it is important to note that the premises of territorial recruitment centers are restricted facilities. Work involving classified documentation and certain computer databases with limited access is conducted there. Therefore, it is lawful for an employee of a recruitment center to designate specific areas within the facility for communication by conscripted citizens. Every territorial recruitment center should have such designated areas,” Kozak explained.
According to her, even employees of territorial recruitment centers are prohibited from using mobile phones in certain areas of these facilities.
She also noted that administrative detention of a citizen for violating mobilization rules cannot exceed three hours. However, if an individual “resists or uses physical force against military personnel,” the detention period can be extended to up to three days.
Additionally, Kozak stated that the process of apprehending individuals who evade mobilization is legislatively regulated: a Cabinet of Ministers resolution allows police officers and military recruiters to search for, detain, and deliver draft evaders to recruitment centers during mobilization notifications.
Previously, media outlets reported incidents where men had their phones confiscated during mobilization procedures. For example, in Vinnytsia, local residents claimed this was common practice.
In Sumy, a man died in a recruitment center after being beaten. He reportedly had no access to his own phone to contact relatives and had used someone else’s phone shortly before his death.
