The document includes three sections, two ceasefire options, and 31 clauses.

First ceasefire option: a complete withdrawal of the Armed Forces of Ukraine (AFU) from the territory of the “DPR,” “LPR,” Kherson, and Zaporizhzhia regions.

Second ceasefire option: a ban on major AFU redeployments, cancellation of mobilization and martial law, and a halt to foreign arms supplies. Under this second option, the full withdrawal of Ukrainian troops from the four regions must be completed within 30 days of the ceasefire.

International recognition of Crimea, Donbas, and other annexed territories as part of Russia.

Adoption of a neutral status for Ukraine, and a ban on the deployment of foreign troops on its territory.

The proposals include holding elections in Ukraine and subsequently signing a peace treaty. Kyiv is required to set a date for presidential and parliamentary elections no later than 100 days after the end of martial law.

A ban on the deployment of nuclear weapons in Ukraine.

Exclusion of Western arms supplies and intelligence sharing with Ukraine as a condition for the ceasefire.

The peace agreement should be formalized through a legally binding UN Security Council resolution.

Ukraine must grant amnesty to “political prisoners,” release detained military and civilian personnel, restore the rights of the Ukrainian Orthodox Church (UOC), and ban nationalist parties.

Protection of all rights, freedoms, and interests of the Russian-speaking population must be ensured.

Both sides must renounce mutual claims related to damages caused by hostilities.
