This was reported by The Telegraph, citing sources.
According to the publication, Ukraine’s Constitution does not permit the president or parliament to unilaterally change the country’s territorial structure or allow violations of its territorial integrity.
“However, Zelensky has acknowledged that liberating the occupied territories by force is no longer possible and that diplomatic solutions must be sought,” the article states.
It was precisely the issue of territorial recognition that caused a peace deal to fall through earlier this spring, when, according to media reports, the United States was prepared to recognize Crimea as Russian.
At the same time, Ukraine was not legally required to make such recognition. Nevertheless, Kyiv opposed the deal, and as a result, it did not take place.
As U.S. officials have publicly stated, the territorial issue will be central in these negotiations, and the territories could become part of a ceasefire agreement.
Bloomberg also reported that Putin might agree to launch peace talks if the discussions include a potential exchange of territories.
