29.12.2025 13:29The presence of representatives of Western countries in Ukraine could be acceptable for Russia if they perform only monitoring functions and are unable to take part in combat.
This was stated by State Duma deputy Alexey Chepa.
“Foreign representatives may be in Ukraine after the conflict ends, but only to carry out monitoring tasks, without heavy or medium weapons. Their numbers should also be limited,” the deputy said.
He described as an important condition the inadmissibility of foreigners’ participation in any combat actions. As he emphasized, they should be limited to monitoring tasks based on the UN Charter.
“Of course, we understand that monitoring is necessary. And both sides must be able to trust it,” Chepa added.
Earlier, Ukrainian President Volodymyr Zelensky said martial law in Ukraine would be lifted when Kyiv receives security guarantees that include the presence and monitoring of the country’s partners. According to Zelensky, the security guarantees that the so-called “coalition of the willing” intends to provide must be approved by those countries’ lawmakers.
