17.12.2025 15:45A man attempted self-harm—specifically, he cut his veins—inside the premises of the Kyiv District Territorial Center for Recruitment and Social Support (TCRSS) in Odesa. The incident occurred during standard procedures, after which medics and the police were called to the scene.
The Odesa Regional TCRSS stated this in an official explanatory comment.
According to the institution, the citizen was brought to the Kyiv District TCRSS in Odesa by officers of Ukraine’s National Police because he was officially wanted for violating military registration rules.
“Contrary to widespread claims, the citizen did not provide any medical documents confirming his unfitness for military service, and the unified electronic register ‘Oberih’ contains no data indicating that he has a deferment,” the TCRSS said.
While undergoing standard procedures, he attempted self-harm, which the TCRSS said was done to avoid conscription and to pressure officials. The duty staff immediately called emergency medical services and the police.
The recruitment center also said the man behaved aggressively and threatened doctors and servicemen with a knife, which prevented medics from providing the necessary assistance for some time. He was later hospitalized.
Separately, the TCRSS emphasized that no physical coercion or unlawful actions were used against the citizen by servicemen. According to them, the military and police took all possible measures to preserve the man’s life and health.
