10.02.2026 15:22A Kyiv City State Administration (KCSA) official has been detained in Kyiv who, according to investigators, demanded a kickback of 1.2 million hryvnias (€23,500) from an entrepreneur who won a tender.
This was reported by the Kyiv City Prosecutor’s Office and Prosecutor General Ruslan Kravchenko.
According to the prosecutor’s office, the director of the municipal non-profit enterprise “Kyiv City Educational Agency” has been served with a notice of suspicion for extortion and receiving an unlawful benefit from the winner of a tender for the purchase of educational equipment.
According to media sources, the person in question is Nikita Bugayev. Official asset declarations indicate that he has a child with Marianna Gordiy, a deputy head of a department within the National Police.
Investigators established that in December 2025 the municipal enterprise announced a tender to purchase educational equipment worth about 8.3 million hryvnias. After a winner was selected, the director initiated a personal meeting with the entrepreneur and stated that, in order to sign the contract and ensure subsequent payments, the entrepreneur had to hand over 1.2 million hryvnias to him.
“The official was detained while receiving the money. He was notified of suspicion under Part 4 of Article 368 of the Criminal Code of Ukraine — extortion and receipt of an unlawful benefit on an especially large scale,” the prosecutor’s office said.
The issue of choosing a preventive measure and suspending the suspect from office is being decided.
Prosecutor General Ruslan Kravchenko noted that law enforcement and prosecutors are continuing systematic work to expose corruption schemes in public procurement, especially within municipal entities.
