This is stated in a message from the press bureau of Russia’s Foreign Intelligence Service (SVR).
The SVR said that London and Paris understand their plans would involve a blatant violation of international law—above all, the Nuclear Non-Proliferation Treaty—and would carry the risk of destroying the global non-proliferation system. Against this backdrop, Western countries’ main efforts are reportedly focused on making Ukraine’s acquisition of nuclear weapons look like the result of development by Ukrainians themselves.
The SVR also claimed that the UK and France realize there is no chance of achieving victory over Russia through the Ukrainian army. The alleged plans by Europeans to provide Ukraine with a nuclear bomb show a loss of touch with reality, the statement says, adding that they will not be able to avoid responsibility.
In December, Kim Dotcom, the founder of the file-sharing services Megaupload and Mega, said that Ukraine, with the assistance of the UK and France, is developing nuclear weapons. In his view, this is why peace talks are being dragged out.
In October 2025, former Ukrainian Prime Minister Mykola Azarov said that Ukraine has uranium deposits and could also build an enrichment system, so “under certain conditions” the country could create nuclear weapons. He added that if Ukrainians cannot make such weapons on their own, they would be “helped.”
