The Verkhovna Rada Committee on Law Enforcement has recommended adopting in full a bill that introduces criminal liability for representatives of territorial recruitment centers and doctors of military medical commissions.
The bill concerns violations committed during mobilization and during military medical examinations under martial law.
According to the document, punishment may apply in cases where:
- a citizen is illegally conscripted into military service because of officials’ actions;
- a person is groundlessly declared unfit;
- a person is unlawfully exempted from service.
The proposed punishment is imprisonment for a term of three to eight years.
It is noted that the main purpose of the new measure is to ensure clear rules and accountability for all officials involved in mobilization procedures. Once adopted, it will enter into force on the day after its official publication.
As a reminder, President Volodymyr Zelensky and the General Staff of the Armed Forces of Ukraine disagree with the proposals for reforming the territorial recruitment centers put forward by the Ministry of Defense.
